150tH sKilling AGREEMENT SIGNED
Australia’s only thermal treatments company to
be part of the f-35 Joint strike fighter Project has
signed on as the 150th business to commit to the
skilling Australia’s Defence Industry (sADI) Program.
The agreement represents a joint commitment
on the part of the Defence Materiel Organisation
(DMO) and Heat Treatment Australia (QLD) Pty Ltd
to spend more than $126,000 on defence-specific

over and above the company’s normal training
program,” Minister for Defence Personnel, Materiel
and Science, Mr Greg Combet said.
The Australian Government has committed
more than $43 million from the SADI Program funds
to address the unique character of many defence-
relevant skills and the rising demand associated
with the ongoing modernisation and expansion of
the Australian Defence Force’s capability.
fronts challenge to professionalise
At the recent Defence + Industry
conference in Adelaide, chief executive
Officer of the Defence Materiel
Organisation (DMO) Dr steve gumley
said “it is the youth of today who will be
building the submarines of tomorrow”.
This statement is at the forefront of DMO
Institute’s challenge to deliver the skilled people that
the DMO needs. The Institute’s programs target the
DMO’s core acquisition and sustainment business
project management, logistics, engineering,
procurement and contracting, with professionalisation
frameworks for each of these areas.
Since the Institute originated in 2005, it has
grown to a virtual college that delivers the training
and professional development needed to support
DMO’s business. Institute programs are provided
in the capital cities and major regional locations
around Australia where the DMO has a presence.
The DMO Institute now offers a program of
more than 45 practitioner, vocational, tertiary and
higher education courses as well as an extensive
professional certification program for DMO's
workforce. The Institute's achievements have been
very impressive in a short time.
Since 2006, the Institute has put more than
9,000 participants through training short courses,
957 through its Gateway and Catalyst leadership
programs and 280 through post-graduate programs.
The DMO values the achievement of professional
certification – 71 per cent of its professionals in
project management, engineering and technical,
accountancy and law are certified or are undertaking
certification, which recognises that DMO professional
meet the rigorous industry-wide standards.
The Institute also targets areas of skill
development such as materiel logistics – a critical
skill for the sustainment and inventory reform being
pursued under Defence's Strategic Reform Program.
Until the Institute developed materiel logistics
competencies and qualifications in 2008, there wasn’t
a recognised development program for this group.
Now the Institute offers a structured
development program of competency-based
workplace logbooks and courses at introductory,
practitioner and manager level that result in
vocational qualifications at Certificate IV, Diploma or
Advanced Diploma level.
The other key area of skilling highlighted by the
DCP is complex project leadership. The DMO is the
business process owner on project management. The
Institute offers a suite of courses and qualifications
from the Diploma in Project Management right
up to the Executive Masters in Complex Project
Management (see article on this page). This Masters
degree was developed by Queensland University of
Technology in conjunction with the DMO and partner
organisations in the United Kingdom and United
States for project managers to manage the most
complex defence acquisition projects, such as the
new generation submarines and Joint Strike Fighter.
The DMO Institute courses are specific to DMO
and, by extension, Defence industry business. The
Institute recently undertook a survey of Defence
industry to confirm this and assess the level of
interest in opening DMO Institute courses to industry.
This has been very positively welcomed and will
happen by the end of this year. The DMO Institute
courses are also open to all Defence staff.

“The course is developing managers in complexity,
regardless of industry sector, and its success has already
seen it in demand from organisations and industries
worldwide,” Deborah said.
“It’s the only course of its kind in the world that
is run in this way. We have had international students
and now the United States and Canada are looking to
establish the program.”
Coordinated by the DMO Institute, the program
is open to Defence employees, Defence industry and
employees from other Government departments. The
course is targeted at experienced project managers
who are typically toward the top of their level at the
rank of EL1 or lieutenant colonel (equivalent) or higher.
Next year will see the scope of the course
broadened to include an option for strategic
procurement, meaning students will have
the choice of studying either complex project
management or strategic procurement for the last
six units of the course.
“It’s not a holiday, it is hard work – but if I could,
I’d do it again tomorrow,” Deborah said.
